How would this work? Who is going to 'step in'? Using taxpayers money to undo the generations of brainwashing the big food companies have carried out via advertising?

Let me guess what will happen - the government (we) pay to educate people against what big food and ready meals have pushed since the birth of the microwave - big food responds with expensive 'steam fresh' veg and more fish for a while.

You can't buy common sense, maybe some education in school would help but in the real world its all about what people see on the telly and the bright packaging in the shop, designed to undo any kind of thinking under the guise of convenience and novelty.

There is more advertising for ready meals and unhealthy food than there is for more nutritious foods.

It is easier / more convenient to make ready meals than it is to make a healthy stew if you don't know what you are doing.

Maybe the economic situation has its fingers in this as well - people work longer hours and although cooking together is a big thing in my household you can see people seeing it more as a chore than fun.

Cooking is fun everybody! - don't just get a packet out of the microwave and settle down to the idiot box, talk and cook - learn and (sometimes) fuck.

edit: we sometimes make profiteroles.

That happened in a town near to me as well, plus there were reports of shenanigans on a bank holiday where traffic wardens worked - not sure if that last point is that the driver just presumed they wouldn't be working that day or if they always do. I don't have a car so don't know.

Maybe the parent does need help as well, although they are enabling this situation. It's presumptious to say, but is it possible the girl was bullying the parents into fetching the foodstuffs and didn't want to (or maybe couldn't change) the course this family was on?

Knowing nothing more than the various reports, it could be a very mollie-coddled child who doesn't know any better, or a bitter young lady whos only focus of control and interaction is with her parents.

meanwhile, other kids do smoke, take drugs and drink with their families, they are probably equally as fucked health wise but because it doesn't take ~30 people to get them out of the house then they are deemed as being 'OK' and not noticed perhaps?
