The problem is with ROK's incredibly lax jail terms for extremely serious sexually violent offences. Crimes against women and children by men in this country are not properly enforced in the legal system.

As usual they are resorting to gimmicks instead of facing the real question which is: Why the hell is somebody who kidnapped and repeatedly raped a nine year old girl and had a number of sexual offences against children ever being released from jail?

The lack of proper enforcement and lax judicial sentences means men get away literally with rape and murder in this country.

I've seen some sentences for extremely violent sexual offences and murder that are similar to those you'd get for burgulary.

Here's a good example of a way too lax punishment for a horrific crime.

Compare the states to democratic developed countries. You'll see the murder rate is around four times (if I remember correctly) that of comparable nations. SA and Russia are not valid comparisons.
