Is too much x a bad thing? Yes. Always. Because otherwise it wouldn't be too much. By way of it being too much, it is bad, because it is excessive.

What you maybe should have asked is, "Is there such a thing as too much world building?"

To which the answer is still yes. I want a plot, damn it, and I don't want to read through six chapters about the history of some insignificant building that the protagonist happened to walk by.
