But big O is a count of a particular operation. A multiplication and a transfer are two different operations. When we compare a binary search and a linear search we don't count the number of read/writes performed on the ram for the recursive binary search, we only count the number of comparisons.

If you want to create a big O for the "transfer algorithm" that would be fine but you can't add the apples and oranges.

Quick difference. Each packet on the internet can be tracked so when a packet goes from one company to another a bill can be established. I think it would be easier to use rfid and the toll companies that want customers better use the rfid technology that is most common much like website developers need to output content that matches peoples browsers. If they want business they will get with the standard. There may be an exchange over network with a third party server to verify that your car is present.

Everyone knows that water is elastic. Oil as in gasoline is relatively inelastic in mid run and very elastic short run. Knowing its long run elasticity is very difficult because the curves are constantly changing with technology.

Often that is a way of pegging a currency. You may make it so a pound of wheat costs one denomination. Really it's an inflation control. It goes arye when more then one good is controlled. You generally want to use a good where there is little elasticity in its quality unless using more than one good. When more than one good is used it does lead to shortages and surpluses or shifts in quality. These are not always catastrophic. It may just mean that getting your hands on a particular item is more difficult in that country.
