That would be a more solid argument if the scores weren't subject to critical amounts of random and systematic error, if they were more comprehensive and not just test-based measures of effectiveness, and if they were available for all teachers, rather than just those who happen to teach in "tested" grades/subjects (only about 20-25 percent of teachers).

Also, I would draw a distinction between a parent having the right to know a teacher's score, by request, and publishing the names and scores wholesale in the newspaper. The former is reasonable; the latter is not.

Most library funding is from local government sources. This means that higher-income communities will keep their libraries (via property tax increases), while lower-income communities will lose them. Less access for those who need it most. Circle complete.
