Wrong, It has two meanings:

Adjective: Being or happening at the end of a process; final: "their ultimate aim was to force his resignation".

Noun: The best achievable or imaginable of its kind: "the ultimate in decorative luxury".

All 3 Mass Effects were awesome, Dragon Age 2 was nothing like the first but it was still a decent game. I know a lot of people like to say Dragon Age 2 was a terrible game but it just because it was different than the first one does not mean it was bad. While Mass Effect 3 had a really generic ending the rest of the game was great.
